Sometimes yes, sometimes not — and it is not a judgement call.

People assume a puncture repair is up to the fitter's mood. It is not. There are rules about what can and cannot be repaired, and any fitter worth using follows them.
A puncture can normally be repaired if it is in the central portion of the tread — roughly the middle three quarters — if the hole is small, and if the tyre has not been driven on while flat. A proper repair means taking the tyre off the rim, inspecting the inside, and plugging and patching it from within. A plug pushed in from the outside without removing the tyre is not a proper repair, whatever anybody tells you.
It cannot be repaired if the damage is in the sidewall or the shoulder, if there is a bulge, if the tyre has been run flat, if it has already been repaired near the same spot, or if the tread is down near the limit anyway. In those cases a repair would be putting a patch on a tyre that is no longer sound.
The honest bit: we would rather repair it. A repair is cheaper for you, faster for us and keeps a serviceable tyre out of the skip. When we say a tyre needs replacing, it is because we have had it off the rim and looked inside, and we will show you what we found.
Either way it is a mobile job. We come to you, take the wheel off and go from there.

A correctly done internal repair in the right part of the tread is a permanent repair and perfectly safe. That is exactly why the limits on where it can be done exist.
